Horizontal Evaluation of the Local Employment Development in Europe
Economix is commissioned by the Directorate General for Employment and Social Affairs of the European Commission to undertake the first European-wide evaluation of local employment development. Aim is to analyse and systemise different approaches for an employment policy at the local level. In this context it is important to examine the cooperation of economic, employment and social policy on the local level. The evaluation is to develop recommendations for the advancement of this policy. It implies four elements:

  • The EU policies for local employment
  • An analysis of local employment policies
  • A typology of local employment approaches
  • A review of evaluation methodologies at the local level
The study is empirically based, using case studies of areas that developed local employment initiatives in the past years. It covers the 15 countries of the European Union. Under the direction of Economix th e evaluation is made by an European team of experts for local economy and employment. The evaluation will be finished in autumn 2003.

EU-wide Evaluation of the Community Initiative EQUAL
Bernhard Brunhes International (Paris) and Economix have been appointed by the European Commission (Directorate General for Employment & Social Affairs) to evaluate the Community Initiative EQUAL at the European level. The aim of the evaluation is to assess the individual performance of the national programs for EQUAL and their implementation on the basis of national evaluation reports. A network of international experts is involved in the evaluation process and will contribute developing recommendations for the reorganisation of EQUAL and the European Employment Strategy. The survey started in 2002 and will be finished in 2006.

Indicators for the Evaluation of the Local Employment Development
On behalf of the European Commission and in co-operation with Bernhard Brunhes (Paris) Economix examines the requirements and conditions for the implementation of an indicator system to evaluate the local employment policy. This evaluation is to analyse the existing statistical information systems at the regional as well as at the local level. The statistical information systems are to be analysed in how far they are able to control the effectiveness of the local employment policy. In addition to that the research team develops proposals to improve the indicator system.

Telework in the Munich Region
As part of the German MOBINET project; Economix investigates the potential growth of telework in the Munich region and its effects on employment and traffic. The study starts fr om a detailed analysis of the determinants of telework including the skills profile of the Munich labour force. As preliminary results indicate, the pre-condition for a strong growth of telework are existing. This will lead to the further re-location of jobs into the suburb areas of the Munich region and a substantial reduction of the volume of traffic.

Job Profiles for Under-Privileged Youths
High drop-out-rates indicate that the requirements of a professional education are too high or even wrong for major parts of under-privileged youths. Thus many of them are left without professional education. To achieve a better integration of those adolescents into the labour market, this survey identifies job profiles which fit to the youths' competences and support their long-term employment. The survey is conducted for the German Federal Ministry of Economic Affairs.

Precarious Employment in Europe
The project ESOPE ("European Study on Precarious Employment") investigates the emergence of instable and low paid jobs in modern service economies and analyses the national policies to change the distribution of jobs.The project is supported by the European Commission through its fifth framework program for social science.
