The European Union decided to negotiate about EU enlargement with 12 central and eastern European countries. However, little attention has been given to the effects of EU widening on labour markets and the social systems.

In a pilot study for the German Ministry of Labour the current state of migration theory and the available knowledge on migration and its effects on the economies of the host and home countries was scrutinized.

The review of the literature shows that the positive allocation effects of migration which can theoretically be expected are not guaranteed in practice. External effects like the loss of human capital investment, the negative effects on public budgets and the access to social benefits may limit the positive advantages to both home and host countries.
